On 02/25/22, at about 0930 hours, Prince of Wales based Alaska State Trooper personnel were participating in a telephonic arraignment with in-custody defendant, 68 year old Gideon Duncan Jr. of Hydaburg, who had been remanded to the Craig Police Department Jail on 2/24/22. During the call Duncan was responsive, but experienced an unknown medical issue at which time Craig Police Department personnel requested EMS assistance. AST and EMS personnel responded to the jail.
Duncan was transported by EMS to the Craig Clinic where he was pronounced deceased at 1103 hours. Duncan had been arrested by Prince of Wales based Troopers on 2/24/22 during a traffic stop on an outstanding felony warrant for Sexual Assault 1, Assault 1, and Assault 2 stemming from an AST investigation of an incident that occurred in Hydaburg on 2/6/22. Duncan’s remains are being sent to the State Medical Examiner’s Office for further examination. No foul play is suspected. Next of kin has been notified.

On 03/02/2022, the Alaska State Troopers arrested Kenneth Kirschenman (age 61 of Ketchikan) for two counts of Sexual Abuse of Minor in the First Degree, two counts of Sexual Abuse of Minor in the Second Degree, and two counts of possession of Child Pornography. Kirschenman was remanded at the Ketchikan Correctional Center without bail pending arraignment on 03/03/2022. On 03/03/20222, Kirschenman was indicted on all counts by a Ketchikan Grand Jury.

On 03/03/2022 at about 1712 hours, the Alaska State Troopers contacted and arrested Tara Mack, age 32 of Ketchikan at a residence on Stay Court. Mack had an outstanding arrest warrant issued by the Ketchikan Courthouse reference VCOR. Mack was remanded to Ketchikan Correctional Center with bail set at $10,000.

On 03/03/2022 at about 2005 hours, the Alaska State Troopers contacted and arrested Sara Orr, age 33 of Ketchikan at Ketchikan Correctional Center. Orr had just got done visiting an inmate at the facility. The arrest warrant stems from the original charges of Misconduct Involving a Controlled Substance in the 2nd and 4th Degree. Orr was remanded to Ketchikan Correctional Center with bail set at $150,000.

On 02/03/2022 at 1920 hours. The Thorne Bay VPSO was made aware of a disturbance. An investigation revealed that Michael Howell of Thorne Bay had placed a family member in fear of imminent physical injury. He was arrested and remanded at the at the Craig Jail awaiting arraignment.

On 03/05/2022 at about 0058 hours, the Saxman VPSO and the Alaska State Troopers contacted and arrested Tracilee Denny, age 18 of Ketchikan at a residence on Killerwhale Avenue. Denny had an outstanding warrant which stems from the original charges of Reckless Driving and No Motor Vehicle Insurance. Denny was transported and remanded to Ketchikan Correctional Center.

On 2/23/22, Jasper Allbrett entered into an agreement through the Office of Special Prosecutions to plead guilty to two misdemeanor counts of commercial fishing closed waters. Allbrett was fined $30,000 with $20,000 suspended, ordered to pay $14,718.04 in restitution, and placed on probation for two years. As a result of the convictions, CFEC will suspend Allbrett's southeast Alaska commercial salmon seine permit for one year. All other charges were dismissed.
On 8/30/21 Alaska Wildlife Troopers, Sitka Post, charged Jasper P. Allbrett, age 41, of Sitka for two counts each of commercial fishing in closed waters, and commercial seine within 500 yards of a salmon stream, as well as one count of providing false information on a fish ticket. The charges stem from a 2019 investigation which showed Allbrett on the F/V El Dorado, had commercially seined inside the closed waters of Black Bay on Chichagof Island, very near salmon streams in the area. Allbrett subsequently failed to report fishing in the area on his fish ticket while landing the fish caught. An arraignment is set in the District Court at Sitka.

Update 2/10/22: On 2/10/22, Doubleday entered into an agreement to plead guilty to two charges through the Sitka District Attorney’s office. He was convicted for commercial fishing closed period and submitting a false logbook. Doubleday was fined a total of $6000 with $3000 suspended. He was ordered to forfeit $8000 worth of sablefish. Doubleday is placed on probation for one year. Other charges were dismissed. All charges against Wass were dismissed.
Original: On 2/20/20 Alaska Wildlife Troopers, Sitka Post charged Morgan Doubleday, age 72, of Sitka and Zak Wass, age 35, of Sitka, with multiple counts relating to the commercial sablefish fishery in the Northern SouthEast Inside area (NSEI). Investigation revealed, in October 2019 Doubleday and Wass, aboard the F/V Hula Girl, had taken sablefish outside the open area in the State NSEI fishery. Doubleday submitted a false ground fish logbook to Troopers during the investigation showing fishing occurred in open waters. Both men were charged with commercial sablefish closed period and commercial fish in closed waters with prohibited species aboard vessel. Doubleday was additionally charged with submitting a false logbook. Arraignments are set in the District Court at Sitka.
