On 10/06/2020 at about 1631 hours, the Alaska State Troopers conducted a traffic stop on a black Chevrolet pick-up near mile 5 of the North Tongass Highway. The vehicle was stopped for an equipment violation and moving violation. Investigation revealed that the driver Erik Swenson, age 37 of Ketchikan was in violation of Probation and in possession of Methamphetamine, Non- Prescribed Medication, and drug paraphernalia. Swenson was arrested for two counts of Misconduct Involving a Controlled Substance in the 4th Degree and remanded to Ketchikan Correctional Center with No Bail. AST would like the thank Ketchikan Police Department for their assistance with the investigation.

On 10/04/2020, at approximately 1725 hours, the Alaska State Troopers in Ketchikan received a report of a stolen boat. The boat is a green, fifteen foot, Lowe flat bottom boat with a twenty-five horsepower Yamaha outboard, and is marked with Alaska registration stickers AK4480P. The boat was taken from a parking lot in Ward Cove. Security camera video captured the boat being pulled northbound on the North Tongass Highway by a tan or silver extended cab or quad cab truck. Images of the truck will be circulated via Nixle and social media platforms. Anyone with information about the stolen boat is encouraged to call the Alaska State Troopers at (907) 225-5518.

On 3/4/20, Alaska Wildlife Troopers on Prince of Wales began a residency investigation on Richard Bigelow, age 68 of Pocatello, Idaho. Bigelow had been purchasing Alaska resident hunting and fishing licenses from 2015 until 2019. Bigelow had also taken three black bear on Prince of Wales island during the same time frame using Alaska resident benefits. The investigation revealed that Bigelow had never established residency in Alaska, and in fact was domiciled in Idaho and claiming resident Idaho benefits during the same years. On 10/5/20, Bigelow was arraigned in the Prince of Wales District Court on eight misdemeanor counts including five counts of false statement on an application for a hunt/fish license, and three counts of big game tag violations.

On 10/7/20, Alaska Wildlife Troopers on Prince of Wales Island contacted Sid Edenshaw age 57 of Hydaburg, who was participating in the commercial shrimp fishery in district 3A. Investigation revealed that Edenshaw had not registered his fishing vessel with ADF&G as required in order to participate in the fishery. Edenshaw was issued a strict liability citation to appear in court for the violation.

On 10/7/20, Alaska Wildlife Troopers on Prince of Wales Island contacted Jim Farmer, age 37 of Craig, who was participating in the commercial shrimp fishery in district 3A. Investigation revealed that Farmer had not registered his fishing vessel with ADF&G as required in order to participate in the fishery. Farmer was issued a strict liability citation to appear in court for the violation.

On 10/7/20, Alaska Wildlife Troopers on Prince of Wales Island contacted Julio Durazo, age 29 of Sitka, who was working as a crew-member during the commercial shrimp fishery in district 3A. Investigation revealed that Durazo did not have a valid crew-member license. Durazo was issued a minor offense citation for the violation.

On 10/7/20, Alaska Wildlife Troopers on Prince of Wales Island contacted Brandon Eells, age 31 of Sitka, who was participating in the commercial shrimp fishery in district 3A. Investigation revealed that Eells had a crew-member working on his vessel that did not have a valid crew-member license. Eells was issued a minor offense citation for the violation.

On 9/10/20, ADF&G received several overdue salmon fish tickets from the FV Angie. Investigation revealed that the captain Noah Larson, age 37 of Seattle, Washington had failed to submit the tickets within the required seven day period. Larson was issued a strict liability citation to appear in court for the violation.

On 10/8/2020, 36-year-old Stephen Poppe from Naukati Bay was indicted by the Grand Jury for Misconduct Involving Controlled Substances 2nd and 3rd Degrees, and Misconduct Involving Weapons in the 3rd Degree. A warrant was issued in the amount of $20,000 for Poppe’s arrest. Poppe, and his vehicle were subjects of a search warrant on 9/10/2020 where over 8 grams of heroin, nearly 5 grams of methamphetamine, 50 Oxycodone pills, $4200 in cash, and a loaded .40 caliber pistol was seized. Further investigation revealed Poppe was previously convicted in California for similar felony crimes within the last 10 years. On 10/9/2020, Prince of Wales Troopers located Poppe in Klawock where he was arrested on the outstanding warrant.
