Ketchikan Police Report Week of March 27th 2019

On 03/27/19 at approximately 0805 hours, Officers contacted Robert Strong, age 34, in the 300 block of Main Street. Mr. Strong had an arrest warrant for Failing to report to jail for a charge of Assault in the 4th Degree. He was arrested, transported to the state jail and held without bail.

On 03/28/19 at approximately 1447 hours, Officers contacted Candra Deguzman, age 32, in the 100 block of Austin Street. Ms. Deguzman had an arrest warrant for Violating Conditions of Release. The charge was from an incident earlier in March 2019. She was arrested, transported to the state jail and held on $500 bail. On 03/28/19 at approximately 1614 hours, Officers served Christopher R. Stacy, age 30, with a summons to appear in court for the charge of Driving Under the Influence. The charge was from a February 2019 incident.

On 03/30/19 at approximately 1017 hours, Officers contacted Jacob N. Lassiter, age 18, driving in the 2600 block of Fourth Avenue. Mr. Lassiter had a cancelled driver’s license and the vehicle’s license plate had been altered. He was arrested for Improper Use of Registration, Violation of Conditions of Release and a probation violation. He was transported to the state jail and held on no bail.

On 03/30/19 at approximately 1605 hours, Derek Kelley, age 49, was served a summons to appear in court for the charge of Assault in the Fourth Degree. The charge was from a February 2019 incident.

On 3/31/19 at approximately 1800 hours, Officers contacted Sandi Edenshaw, age 35, in the area of Tongass Avenue and 1st Avenue. Ms. Edenshaw was arrested on six outstanding warrants for Theft in the Third Degree, Violation of Conditions of Release, and Failure to Post Bail. She was transported to the state jail and held on a total bail of $2,300.00 bail

On 04/01/19 at approximately 0930 hours, Officers contacted Lawrence E. Jones, age 33, in the area of 300 Grant Street violating his conditions of release. Mr. Jones was in contact with a person he was ordered not to have any contact with. Mr. Jones was arrested for Unlawful Contact in the 1st Degree and Violation of Conditions of Release. Mr. Jones was transported to the state jail and held without bail.

On 04/02/19 at approximately 1739 hours, Officers were dispatched to Peace Health Medical Center Emergency Room for a report of a male being aggressive towards staff. Officers contacted Eugene V. Estes, age 43, inside the emergency room. Mr. Estes was arrested for Assault in the Fourth Degree. Mr. Estes was transported to the state jail held on a $1,000.00 bail.


On 04/03/19 at approximately 1658 hours, Officers contacted David Torres, age 33, in the 3400 block of Tongass Avenue. Mr. Torres had a valid arrest warrant for Criminally Negligent Burning 2nd Degree, Criminal Trespass 1st Degree, Criminal Mischief 5th Degree, and Theft in the 4th Degree. Mr. Torres was arrested, transported to the state jail, and held on $2,000.00 bail.

On 04/05/19 at approximately 0044 hours, Officers contacted Michael L. Baham, age 33, in the lobby of the police station. Mr. Baham turned himself in for an outstanding warrant. The warrant was for Petition to Revoke Probation. Mr. Baham was arrested and transported to the state jail where he was held on $5000.00 bail.

On 04/06/19 at approximately 1633 hours, Officers contacted Jolene Kantrud (Lapinski) in the 100 block of Bryant Street. Ms. Kantrud had three outstanding warrants for her arrest. The warrants were for Violation of Conditions of Release. Ms. Kantrud was arrested and transported to the state jail where she was held on $12,000.00 bail.

On 04/04/19 approximately 0710 hours, Officers responded to a Denali Avenue address due to a report of a female hitting a male. Laurelle G. Willard, age 58, was arrested for Assault in the 4th Degree – Domestic Violence. She was transported to the state jail and held without bail.

On 04/07/19 at approximately 1258 hours, Officers were dispatched to the 300 block of Bawden Street due to a report of people consuming alcohol in public. Joni C. Vrell, age 57, was one of the people. She was arrested for Violation of Conditions of Release. Ms. Vrell was transported to the state jail and held on $250.00 bail.

On 04/07/19 at approximately 1845 hours, Officers contacted Heather D. Morris, age 34, in the 3200 block of Baranof Avenue. Ms. Morris had an outstanding arrest warrant for Violation of Conditions of Release and a summons for Misconduct Involving a Controlled Substance 2nd Degree. Ms. Morris was arrested and transported to the state jail and held on $1,000.00 bail.

On 04/08/19 at approximately 0019 hours, Officers responded to the Super 8 Hotel for a report of an assault. After further investigation, Benami Nickel, age 37, was arrested for Assault in the 2nd Degree – Domestic Violence. He was transported to the state jail and held without bail.

On 04/10/19 at approximately 0055 hours, Officers conducted a traffic stop on a vehicle in the 2400 block of Tongass Avenue for speeding. Juan Galvan, age 23, was found to be intoxicated and was arrested for Driving Under the Influence. He was later remanded to the state jail and charged with DUI and Refusal to Submit to Chemical Test. Mr. Galvan was set to be released on his own recognizance.

On 04/10/19 at approximately 1010 hours, Officers contacted Mitchell Volpi, age 35, at the 300 block of Main Street. Mr. Volpi had an arrest warrant for Violation of Conditions of Release. He was arrested, transported to the state jail, and held on $5000.00 bail.

On 04/10/19 at approximately 1214 hours, Officers contacted Jesse Grant, age 29, at the 2400 block of 4th Avenue. Mr. Grant had an arrest warrant for Assault in the 1st Degree. He was arrested, transported to the State jail, and held on $10,000 bail.

On 04/11/19 at approximately 0020 hours, Officers responded to a residence on Woodside Drive for a complaint of a person drunk and disorderly. Officers contacted Felicia A. Burton, age 42, who was intoxicated and combative. Ms. Burton was arrested for Criminal Mischief in the 5th Degree – Domestic Violence. She was transported to the state jail where she was held without bail.

On 4/11/19 at approximately 0100 hours, Officers responded to a residence on Woodside Drive for a domestic disturbance. Upon arrival, Officers contacted Franklin J. Dubose, age 23. Mr. Dubose had a $25,000.00 extraditable warrant out of Texas for Sexual Assault. Mr. Dubose was arrested and transported to the state jail where he was held on a new charge of Fugitive from Justice pending extradition to Texas.

On 04/13/19 at approximately 1320 hours, Officers responded to Front Street due to a report of a male climbing over a fence into the construction zone creating a hazard then running east into traffic. Officers contacted Gary R. Brown, age 49, in the 400 block of Stedman Street. He was arrested for Disorderly Conduct, transported to the state jail, and set to be released on his own recognizance.

On 04/14/19 at approximately 1902 hours, Officers contacted a van in a midtown grocery store parking lot. The driver was reported to possibly be driving under the influence. Crystal R. Skultka, age 29, and Felicia A. Burton, age 42, were contacted as passengers. Both had been consuming alcohol and had conditions ordering them not to drink alcohol. Both were arrested for Violation of Conditions of Release. They were transported to the state jail and both held on no bail.

On 4/13/2019 at approximately 1041 hours, Officers responded to the 4000 block of Don King Road for a report of a theft. Officers contacted Angelina Guilbeau age 29. She was arrested for Theft in the 4th Degree and Criminal Trespass in the 2nd Degree. She was transported to the state jail and held on $250 bail for each charge for a total of $500. During a search incident to arrest officers found evidence of another theft and trespass. She was additionally charged with another Theft in the 4th Degree and Criminal Trespass in the 2nd Degree.

On 04/15/19 at approximately 1753 hours, Officers contacted Andrea M. Jackson, age 63, in the 2400 block of Tongass Avenue. She was served a summons with a mandatory court appearance for Theft in the 3rd Degree. The charge stems from a February 2019 investigation.
