Ketchikan Police Report [Week of February 21, 2019]

On 02/21/19 at approximately 1842 hours, Officers were dispatched to the 2400 block of Tongass Avenue for a report of a male causing a disturbance. Officers responded and contacted Thomas Copeland, age 55. Mr. Copeland became combative when officers attempted to place him into hand restraints and assaulted one officer. Mr. Copeland was arrested and transported to state jail where he was booked on Assault in the Fourth Degree - Police Officer, Resisting Arrest, and Criminal Trespass in the Second Degree. He was held on $1,000.00 bail.

On 02/22/19 at 1220 hours, Craig Leask, age 37, was contacted in a vehicle on Lotus Street due to a report of people sleeping in the vehicle which had been parked and running all morning. Mr. Leask had an outstanding arrest warrant. He was arrested and transported to the state jail where he was held on $5,000.00 bail.

On 02/23/2019 at approximately 0148 hours, Officers contacted Melissa Wallace, age 43, in the 100 block of Whitecliff Avenue during a traffic stop. Ms. Wallace was asked to perform standard field sobriety tests which she failed. She was arrested for Driving Under the Influence of Alcohol and transported to the state jail. She was held on $500 bail.

On 02/24/2019 at approximately 1008 hours, Officers contacted Richard Melvin, age 58, in the 1200 block of Schoenbar Road. He was arrested on an outstanding arrest warrant. The case stems from a February 2019 incident charging Mr. Melvin with two counts of Violation of a Domestic Violence Restraining Order. He was transported to the state jail and held on no bail.

On 02/25/19 at approximately 0030 hours, Officers were requested in the area of 1000 Block Water Street for report of a vehicle driving east in the west bound lane. Officers located and stopped the vehicle in the 1300 block of Water Street. The driver was identified as Colleen M. Coggins, age 42. Ms. Coggins was found to be intoxicated. She failed Standardized Field Sobriety Tests. Ms. Coggins was transported to the state jail where she was booked in on the charge of Driving Under the Influence and held on $500.00 bail. Ms. Coggins was also charged with Driving While License Revoked.

02/25/19 at approximately 2010 hours, Officers were requested to the area of 400 Main Street for a report of an assault that had just occurred. Officers arrived and contacted Sara A. Starkweather, age 36. Ms. Starkweather was arrested for Assault in the Fourth Degree. She was transported to the state jail and held on $1,000.00 bail.

On 02/25/19 at approximately 2115 hours, Officers contacted Mitchell A. Volpi, age 35, in the 300 block of Main Street. He was arrested on two outstanding warrants. One case originates from an October 2018 Misconduct Involving Controlled Substances – 4th Degree charge and the other case from a February 2019 Violation of Conditions charge. Mr. Volpi failed to appear for bail hearings in both cases. He was transported to the state jail, booked and held on $500.00 bail.

On 02/27/19 at approximately 1407 hours, Howard Falkner, age 36, was contacted in the 1900 block of Tongass Avenue. He was served a summons ordering him to appear in court for Theft in the Fourth Degree. The charge is from a February 2019 incident.

On 02/27/19 at approximately 2040 hours, Officers contacted Martin L. Prather Jr., age 47, in the 3800 block of Baranof Avenue. Mr. Prather was arrested for an outstanding warrant for failing to appear in court on the charge of Misconduct Involving a Controlled Substance 4thDegree. The charged originated from a 2005 incident. He was transported to the state jail andheld on $5000.00 bail.

On 02/28/19 at approximately 0920 hours, Toni Rae Sanderson, age 39, was contacted on Mill Street due to a report of her arguing with another female. The investigation revealed Ms. Sanderson punched the female. A record check showed Ms. Sanderson to have conditions of release in another matter. Ms. Sanderson was arrested for Assault in the Fourth Degree –Domestic Violence and Violation of Conditions of Release. Ms. Sanderson was transported to the state jail where she was held on no bail.

On 03/01/19 at approximately 1200 hours, Christian Mathers, age 20, was contacted in the 400 block of Main Street and served a summons ordering him to appear in court for a theft charge.The charge originated from an incident in February 2019.

On 03/01/19 at approximately 1205 hours, Officers contacted Marilyn Bell-Holter, age 25, in the 600 block of Deermount Street. She was served a summons charging her with Concealment of Merchandise with a mandatory court appearance scheduled. The charge originated from an incident in February 2019.

On 03/03/19 at approximately 0203 hours, Officers conducted a traffic stop in the 1000 block of Water Street and Tyler Rhodes-Nygard, age 25, was contacted as the driver. He appeared intoxicated and failed Standardized Field Sobriety Tests. He was arrested for Driving Under the Influence and was transported to the state jail. Mr. Rhodes-Nygard was set to be released on his own recognizance. Selina Charles, age 21, was a passenger in the vehicle. Ms. Charles was interfering with the officers and failed to disperse from the scene when ordered to. She continued interfering with officers and was arrested for Disorderly Conduct. She was transported to the state jail and set to be released on her own recognizance.

On 03/02/19 at approximately 1228 hours, Officers contacted Christian Alvarez in the 300 block of Front Street for driving without a valid driver’s license. Glenn R. Budge, age 58, was the owner of the vehicle. Mr. Alvarez has been contacted driving one of Mr. Budge’s vehicles five times without a valid driver’s license. Mr. Budge was issued a citation for Permitting Unauthorized Person to Drive and given a mandatory court date.

On 03/02/19 at approximately 0944 hours, Officers contacted Leonard F. Ryan, age 47, at his residence. Mr. Ryan was found to be out of compliance with his Sex Offender Registration. Mr. Ryan was charged with Failure to Register as a Sex Offender in the First Degree.

On 03/03/19 at approximately 1353 hours, Officers contacted Robert W. Sero, age 37, in the area of Bawden Street. Mr. Sero was found to have three outstanding summonses to appear in court. Two of the summonses were issued for Theft in the Fourth Degree, both stemming from December 2018 cases and the other for Petition to Revoke Probation. Ms. Sero was served with all three charges which included a mandatory court date.

On 03/05/19 at approximately 1110 hours, Officers contacted Jesse O. Cannon, age 38, in the 300 block of Front Street. He was served a summons ordering him to appear in court. He was charged with Criminal Mischief in the Fifth Degree after an investigation into an incident in October 2018.

On 03/05/19 at approximately 1112 hours, Officers stopped a vehicle in the 300 block of Bawden Street for defective equipment. The driver, Justin G. Liddicoat, age 45, was arrested for Motor Vehicle Insurance Required and Violation of Conditions of Release. He was transported to the state jail and held on no bail. He was also charged with Driving While License Suspended.

On 03/05/19 at approximately 2232 hours, Officers responded to the 300 block of Bawden Street for a report of two people in a physical altercation. Officers contacted Candra DeGuzman, age 32. Ms. DeGuzman was arrested for Assault in the Fourth Degree - Domestic Violence and Violation of Conditions of Release. She was transported to the state jail and held on no bail.

On 03/06/19 at approximately 1425 hours, Officers contacted Robert McHenry, age 65, due to a report an intoxicated male trespassing in a construction zone and throwing safety cones. Mr. McHenry was intoxicated. He had conditions of release which state he was not to consume alcohol. He was arrested for Violation of Conditions of Release. He was transported to the state jail where he was held on $1,000.00 bail.

On 03/07/19 at approximately 0830 hours, Officers contacted Samantha Turley, age 30, in the 300 block of Main Street. Ms. Turley had an outstanding warrant for Assault in the FourthDegree – Domestic Violence. She was arrested and transported to the state jail where she was held without bail.

On 03/07/19 at approximately 1018 hours, Officers contacted Brandon Riley, age 29, at the 1000 block of Water Street. Mr. Riley had an outstanding warrant for Failure to Comply with the original charge of Theft in the Fourth Degree. He was transported to the state jail where he was held on $100 bail.
