Governor Walker Thanks State House for Passing Gasline Appropriation Bill
November 4, 2015 JUNEAU – Governor Bill Walker thanked members the Alaska House of Representatives today for their efforts during this special session, and for helping move the Alaska LNG project forward. The State House passed SB 3001 today, bringing an end to the special session after almost two weeks of presentations and discussions between lawmakers and the administration.
Governor Walker expressed his gratitude to House Finance Co-Chairs Representative Steve Thompson and Representative Mark Neuman for shepherding the legislation through their committee.
“I appreciate the work done by Representative Thompson and Representative Neuman to move this bill forward,” said Governor Walker. “With a $3.5 billion budget deficit, this gasline project is our number one get-well card. I applaud the legislature for coming together to help advance a project that best serves Alaska’s future.”
SB 3001 appropriates approximately $68,455,000 to the Alaska liquefied natural gas project fund for the state to acquire the interests of TransCanada. The bill also appropriates $75,600,000 for the State’s continued participation in the Alaska LNG project, and to fund the state’s share of preliminary front-end engineering and design work for the project.
“I will continue to work with the legislature and our partners to move this project forward and make sure Alaska gas is delivered to the global market,” Governor Walker said. “The most critical component of monetizing North Slope gas is making sure the gas is available. I appreciate the assurances we have received from the Producers thus far, and will remain committed to seeing the Alaska LNG project to fruition.”
The sum of SB 3001 is broken out into three state department appropriations as follows:
· The Department of Natural Resources (DNR) would receive $1,849,500 for administration and support services, North Slope gas commercialization, for a marketing lead position, a marketing analyst position, work related to Federal Energy Regulatory Commission resource reporting reviews and drafting, facilities review for commercial aspects, commercial analysis and support, and audits associated with the termination of the agreement with TransCanada Alaska Midstream Limited Partnership.
· The Department of Revenue would receive $1,045,500 for administration and support services, natural gas commercialization, personal services for work on financial analysis, project financing, governance, and the revenue aspects of revenue and taxes.
· The Department of Law would receive $10,100,000 for contractual services with law firms to assist DNR in drafting and reviewing contracts related to the Alaska LNG project and to provide legal and regulatory support for state participation in the Alaska LNG project.
